बारिश के पानी को इकठ्ठा कर कुकरैल नदी में भरा जाएगा. साथ ही शारदा नहर का पानी भी छोड़ा जाएगा. झील को नदी के छह किलोमीटर लंबाई के साथ विकसित किया जाएगा. चकडैम बनेंगे ताकि पानी कम होने पर झील के जल का उपयोग किया जा सके.
