Lokayukta Takes Up Case Against Windsor Western Park

Hyderabad: Windsor Western Park, a mega commercial-cum-residential project in Puppalaguda, landed in fresh trouble with the Lokayukta registering a case against its developer Western Constructions Windsor Park LLP. and two bureaucrats Arvind Kumar and Shiva Bala Krishna, on allegations of its corrupt practices to get approval from HMDA for the project. The company is promoted by the relatives of the Congress leader and former MP Gaddam Ranjith Reddy. Ranjith Reddy’s son Gaddam Raj Aryan Reddy is one of the directors in the firm.The Lokayuktha registered a case — number 635/2025 — based on a complaint filed by an advocate Immaneni Rama Rao, making Aravind Kumar, Shiva Bala Krishna, Western Construction Windsor Park LLP represented by Ravipally Sudershan Reddy as respondents and requested Lokayuktha to conduct a probe and take action. The proceedings, however, are yet to begin.According to the officials of the Lokayuktha, the complainant is entitled to register as a case and the matter will be placed before the Lokayukta Bench, in one or two days.In his complaint, Rama Rao said that the 31-acre land parcel in survey number 277 in Puppalaguda, where the said project is coming up, is government land and was included in the prohibitory list. Despite knowing that the land is in the prohibitory list, Aravind Kumar, the then Metropolitan Commissioner of HMDA and Shiva Bala Krishna, the then director of HMDA had helped the firm to get construction clearance.Rama Rao told Deccan Chronicle that he would press for investigation against Ranjit Reddy as he was a director of the company previously and was a public servant who comes under the purview of Lok Ayukta. The estimated value of the project with a built-up area of about 1.41 crore square feet in four cellars, ground plus 20 floors and environment deck, is about Rs.15,000 crore.The complainant brought notice of the Lokayuktha that the erstwhile Andhra Pradesh government issued GO Ms No. 1092 in June 2005 prohibiting transfer, development of lands and alienation of lands and on September 29, 2021, then district collector Amoy Kumar wrote a letter to district registrar (Lr E5/2825/2021) reiterating the inclusion of the above Survey Number in the prohibitory list. But the HMDA had accorded permission by suppressing all facts.
