Bengaluru:The Karnataka State Commission for Backward Classes is all geared up to embark upon a fortnight Socio-Educational Survey across the State in a scientific manner from September 22 which will go on till October 7 during when there will be holidays for schools on account of Dasara festivities.Earlier, a survey of Socio-Educational was conducted in 2014 by Karnataka State Commission for Backward Classes and the report was accepted by the State Government in 2025 drawing criticism from members of Veerashaiva-Lingayat and Vokkaliga communities, both politically dominant communities of Karnataka.The report was termed “unscientific” and these community leaders including political leaders alleged many were left out in the survey and demanded a fresh survey. The State Government took note that the data gathered was a decade old and ordered for a fresh survey.With an aim to cover every populace of the State under the fresh survey, the Commission had adopted a scientific approach using Revenue Register (RR) meters of households connected to electricity companies and developed an App.The survey proposed will be held in two stages-‘house listing and mapping operations’ in the first and the next stage includes comprehensive counting, numbering of houses in serial order and mapping of all households. The State Government has given a 90-days deadline for the Commission to complete its survey.In initiating a fresh survey, officials of Department of E-governance and Department of Energy in association with Karnataka State Commission for Backward Classes have designed an App and the survey intends of the households are identified with reference to the Revenue Register (R.R.) Meter numbers, no houses will be left outside the purview of the survey.A press note from Madhusudan R. Naik, Chairman of Karnataka State Commission for Backward Classes stated Karnataka is ranked number 1 in electrification of all house-holds and the meter readers of Electricity Supply Companies apart from reading and billing the domestic electricity consumers would “geo-tag” the households to be covered under the Socio-Educational Survey.Naik said the house listing data captured by meter readers from August 23 onwards gets uploaded on the servers of Electronic Delivery of Citizen Services (EDCS) and then mapped for “house listing” and survey purposes. The App developed will capture the location of the household and allocate a ‘unique number’ to each of the households including apartments/cluster dwellings.During the survey, Naik said, meter readers record data on the App developed and paste a label on the door of each household authenticating the identification and listing of the household for the purpose of conducting a detailed survey.“The survey being not only to capture the data respecting the resident members belonging to backward classes and all other castes and communities, it would be very useful data to be used for implementation of all welfare measures for the entire population of the State initiated or to be initiated by the government authorities,” said the Chairman of the Commission.
