Bhatti Blames BRS Regime For Overspending

Hyderabad: Deputy Chief Minister Mallu Bhatti Vikramarka on Tuesday directed officials to utilise resources and complete development works carefully in order of priority. He stated that investments were crucial for the state’s rapid development.Speaking at a meeting of the Cabinet sub-committee on Infrastructure and Capital Works, Bhatti said, “Traditionally, based on revenue and budget allocations, works were approved in the ratio of 1:3 — a method followed in governance for decades. However, in the last 10 years, the previous BRS government approved development works in certain departments at a ratio of 1:25, without regard to income or budget allocations.” “The previous BRS government initiated works but left them incomplete. As a result, due to a shortage of funds, works were stalled across departments, leaving new ministers unable to propose projects in their respective portfolios,” he explained. Ministers N. Uttam Kumar Reddy, D. Sridhar Babu, Komatireddy Venkat Reddy, and Danasari Anasuya Seethakka, who are members of the committee, were present. Because of the decisions of the previous BRS government, the deputy chief minister said no project was in a position to be completed, and the government was unable to release funds for any work. He instructed the secretaries of various departments to rectify the alarming and unhealthy situation prevailing in their respective sectors. He also ordered officials to identify works that are 95 per cent complete and prioritise them, moving forward with well-prepared plans. While undertaking development projects across departments, he stressed that representation must be ensured for all constituencies in the state. He advised officials to give priority to projects taken up under Central government-sponsored schemes and NABARD assistance, ensuring their completion. The ministers cautioned officials that during the previous BRS regime, some departments were given 100 per cent priority while others received only 10 per cent, and such an imbalance should not be repeated. The minister further instructed the officials that while spending funds on development works, efforts must be made to increase revenues. All officers should prepare plans accordingly and move forward. Before attending sub-committee meetings, senior officials of each department must coordinate with their respective ministers and prepare priority lists of development works. Chief Secretary K. Ramakrishna Rao, Principal Secretary (finance) Sandeep Kumar Sultania, Principal Secretary (R&B) Vikas Raj, Principal Secretary (industries) Sanjay Kumar, Principal Secretary (energy) Navin Mittal, Principal Secretary (panchayat raj) Sridhar, Principal Secretary (education) Yogita Rana, Principal Secretary (municipal administration and urban development) T.K. Sridevi, Housing Corporation MD Goutham, Principal Secretary (home) Ravi Gupta, and the Deputy CM’s Special Secretary Krishna Bhaskar were among those who participated in the meeting.
