Hyderabad: The Telangana Human Rights Commission (TGHRC), chaired by Dr. Justice Shameem Akther, has taken a serious note of the death of a 10-year-old Master B. Shreyan at Saraswathi Nagar Park in Jadcherla, caused due to an unprotected 160KV roadside transformer on June 4, 2025. Despite earlier incidents where a cow and a stray dog died at the same spot, authorities failed to act. In its order, the Commission held TGTransco vicariously liable and recommended Rs.5 lakh compensation to the bereaved parents. The boy’s parents, who are present before the Commission, categorically stated that their son died due to electrocution. There was substantial material to hold that the incident occurred was due to electrocution, as said by his parents apart from complainants before the Commission. Since the death of Shreyan was due to electrocution, the circumstances which led to the incident clearly establishes omissions, commissions and grave negligence on the part of the officers concerned, in spite of getting the fact of electrocution death of animals caused by the same transformer by the complainants as well as locality people. All these circumstances establish that the officers concerned were negligent and indulged in omissions and commissions in performing their primary official responsibilities. In the given circumstances of the case, the TGTransco was vicariously liable for the inaction, omissions, commissions and grave negligence of its employees in occurrence of the boy’s death due to electrocution. Considering the totality of circumstances, the TGTransco was recommended to pay an amount of Rs.5 lakh to the boy’s parents as compensation, within two months from the date of receipt of a copy of the order. The Chairman and Managing Director, TGTransco was required to submit a report in relation to compliance of the recommendations within 90 days.
