Vijayawada: Medical and Health minister Satya Kumar Yadav has announced a separate transfer policy to check corruption and enhance performance of staff in the Medical and Health department.Satya Kumar said Chief Minister Nara Chandrababu Naidu has approved these guidelines under which the transfer process began on Monday and will be completed in 20 days. The minister said a set of 10 special requirements have been applied to the general transfer guidelines after extensive discussions with special chief secretary M.T. Krishna Babu and heads of all departments. Under this, employees are allowed to seek transfers only after completion of two years of service, even though the general guidelines do not prescribe any such requirement. A major development is that employees dealing with establishment matters in the offices of regional directors, DM&HOs, DCHS, and offices of principals and all hospital superintendents will be transferred in view of a range of complaints against many of them. Junior and senior assistants, managers and accountants, who have completed three years of service at a station, will be shifted during this round of general transfers. Office bearers of various unions with more than three years of service at a place will be transferred to other administrative units within the same station. ADME rank officials holding important posts of principals and superintendents, who are required to provide effective leadership at the top, will be considered for transfers on administrative grounds outside the purview of general transfer guidelines based on assessment of their performance, irrespective of the station of their service. As per the other guidelines, vacancies among DME institutions as per norms of National Medical Commission (NMC) will be filled up only through transfers; all others with over five years of station service will be transferred; seniority of those working on deputation will be considered based on their service at the place from where they are drawing pay and allowances; if there is more than one claimant for a post, transfer requests will be decided based on seniority and those requesting for transfers have to indicate three options in the order of priority.
